He is the Director of Analytical Services at the Chemistry and Food Technology Division in the Ministry of Agriculture, Lands, Marine Resources and Agro-Industry. In 1999, He received an OAS Graduate Scholarship and earned a Doctorate in Chemistry at the University of the West Indies (UWI), Mona, Jamaica, 2002. He also holds a BSc from UWI , Cave Hill, and a Master of Science Degree in Forensic Science at the University of Strathclyde, Glasgow, Scotland. In furtherance of his academic career, he obtained a fellowship from the OAS in 1991 to pursue a Certificate in Analysis for Pesticide Residues in Various Matrices at the University of Miami, Florida, and another award in 1992 from the United Nations Drug Control Program for a Certificate in Analyses for Drugs of Abuse and Psychotropic Substances, at the Laboratory of the British Government Chemist, in London, England. Since 1989, he has served as Drug Analyst for the Government of Antigua & Barbuda, also performing similar services for the Governments of neighboring islands Montserrat, and Anguilla (1995 to 1999). Dr. Spencer’s research interests are in the area of pesticides. He has served as a member of the Antigua Pesticides Control Board since 1995 and was appointed Chairman in 2004. Dr. Spencer has continued to serve the community as an educator, employed as a part-time Chemistry Lecturer at the Antigua State College since 1988.
